Program "Development of Digital Products and Services"

Specifically Addressed to: Micro, small and medium-sized enterprises in the information and communication sector

The Digital Product and Service Development Program supports investment projects for the development of new products and services in the information and communication sector.It will provide aid, in the form of grants, for the implementation of investment projects covering the entire cycle of digital product and service development (new product development) and including:

Preparatory activities (including but not limited to: market research, feasibility study, actions to acquire new knowledge and skills for the development of new products),
Activities to develop the new digital products/services,
Complementary activities Commercial exploitation of the new products and services The programme supports SMEs operating in the Greek territory for the adoption of modern digital tools that support the invoicing processes, issuing of tax documents and electronic payments.
Participation requirements:

1)The Programme supports existing private enterprises engaged in economic activity which meet the following cumulative conditions:
2)They have their registered office or a branch in the Greek territory, with a Greek VAT number.
3)They are active at the date of submission of their application for funding to the Programme.
4)They have been established/incorporated before the date of submission of the Application for Funding to the Programme.
5)They are a legal entity (Public Limited Company, Limited Liability Company, General Partnership, Limited Partnership, Private Limited Company, Sole Proprietorship, Social Cooperative Enterprise, Cooperative) or Sole Proprietorship and keep single or double-entry books.
6)Eligible economic activities for the purposes of the Programme are exclusively those in the IT sector (see Annex I of the Call for Proposals). The business identifiers in Annex I must be active before the start of implementation of the investment project.
7)They must operate legally and comply with the relevant EU and national environmental legislation.
8)They are micro, small or medium-sized enterprises, as defined in Annex I of Regulation (EU) 651/2014, as applicable (see Annex II of the Call).
9)They are not in bankruptcy, liquidation or administration.
10)They are not subject to State aid recovery proceedings.
11)They have not received rescue or restructuring aid or have received rescue aid and have repaid the loan or terminated the guarantee agreement or have received restructuring aid and are not yet subject to a restructuring plan.
12)They are not firms in difficulty
13)There are no grounds for exclusion under Article 40 of Law No. 4488/2017 (Α137/13.9.2017)
14)They submit a proposal for the development of new digital products and services which they will commercially exploit, under which they are committed:

  •    That no part of the investment project has started to be implemented before the submission of the Application for Funding2
  • that they will activate - if not already in place at the proposal submission stage - an eligible investment KAU, in accordance with the analysis in Annex I, before the date of the start of implementation of the investment project.

15)Each enterprise (distinct TIN) may submit only one (1) financing proposal under this Programme.
What is supported:

The Program supports investment projects aimed at the design, development and commercialization of new, innovative, digital products and services based on modern technologies with the objective of, inter alia, operating neocomputing infrastructure and services for SMEs, supporting SMEs in the utilization of Cloud infrastructure and services, developing web-based software services.

Projects eligible under the Programme must have a budget of between €200,000.00 and €2,000,000.00.

The amount of aid is based on:

  • The size of the company,
  • The type of activities and eligible costs,
