Specifically Addressed to: Small Businesses
The program supports SMEs operating in the Greek territory to adopt modern digital tools that support the invoicing, tax document handling and electronic payment processes.
Through the Programme, participating companies can be supported by the provision of vouchers for the purchase of digital tools, in order to implement one or more of the following categories of actions
- Category 1: EFT/POS replacement
- Category 2: Invoicing on the vehicle/transport of documents on the move
- Category 3: Receipt of electronic invoicing provider services
- Category 4: Upgrading of FTM & ADHME for interface with EFT/POS
- Category 5: Replacement of EFTSS
- Category 6: Replacement of old predefined FEMs
Beneficiary businesses
Beneficiaries of the Programme are SMEs as defined in Commission Recommendation 2003/361/EC.
Participation requirements :
a) Operating in the Greek territory with a Greek VAT number
b) The business must be active at the date of submission of the application for participation in the Programme
c) The business must have been established/established before 1/1/2022
d) The enterprise is engaged in an eligible activity, which for the purposes of the Programme means any economic activity carried out on the free market, except those that are identified as ineligible for aid under Regulation 1407/2013 (de minimis)
Where an enterprise is active in more than one SIC, the Main Activity SIC shall be taken into account for the assessment of eligibility when submitting the application.
Annex I to the Call for Proposals sets out the codes of the ineligible Activities.
e) During the period 1/1/2021-31/12/2021 they provided employment in terms of dependent work, which expressed in terms of Annual Work Units (AWUs) adds up to between 0 and 250.00 AWUs of dependent work.
In the case of companies established between 1/1/2021-31/12/2021, the calculation of FTEs will be based on a 12-month period for the Program.
F) Operate legally and comply with relevant EU and national environmental legislation
g) The enterprise must be a legal entity (SE, P.I.C., P.I.C., S.I.C., S.C.E., S.C.E., S.C.E., Social Cooperative Enterprise, Cooperative) or Sole Proprietorship, and must keep simple or double-entry books
h) are not bankrupt
i) there are no pending State aid recovery proceedings against the enterprise
j) The total amount of de minimis aid received does not exceed the total amount of aid received as a single enterprise, as defined in Article 2(2)(a) of Regulation (EC) No 659/1999 2 of Regulation 1407/2013, including aid under this programme, not exceeding €200,000 (or €100,000 for the road freight transport sector) in a three-year period (current financial year and the two preceding financial years) prior to the time when the aid was granted.
k) There are no grounds for exclusion under Article 40 of Law No. 4488/2017 (Α137/13.9.2017)

What is being supported:
The Program subsidises the procurement of digital products and services through a system of vouchers. The products/services are divided into the following categories of actions with a specific maximum amount of aid and percentage of aid:
Category 1: EFT/POS replacement / Maximum aid amount €150/ Maximum eligible expenditure €150 Aid rate : 100%.
Category 2: Invoicing on the vehicle/Movement of documents on the move/Maximum amount of aid: Number of vehicles * € 1.125,00 / Maximum eligible expenditure: Number of vehicles * 1.250,00 / Aid rate : 90%
Category 3: Receipt of electronic invoicing provider services: Maximum amount of aid: €300 / Maximum eligible expenditure: €300 / Aid intensity: 100%
Category 4: Upgrading of FTMs & ADHMEs to interface with EFT/POS: Maximum amount of aid: Number of declared FEMs * €112,50 / Maximum eligible expenditure: Number of declared FEMs* €125,00 € / Maximum aid intensity: 90%
Category 5: Replacement of the EAFS: Maximum amount of aid: Number of declared ERDFs to be replaced *350 € / Maximum eligible expenditure: Number of declared ERTMS to be replaced * 350 € / Maximum aid rate : 100%
Category 6: Replacement of old-style FEMs: Maximum aid amount: Number of declared FEMs to be replaced * €150,00 / Maximum eligible expenditure: Number of declared PHMs to be replaced * €150 €/ Maximum aid intensity: 100%
Each beneficiary may receive funding for the purchase of one or more solutions (product/service mix). In particular, it is possible to combine aid between categories (2), or (3) split (one of the two) and, in addition, any of categories (1), (4), (5) and (6).
Subsidised Solution = Appropriate composition of one or more digital products/services, invoiced and paid for in total, belonging to one of the Programme's Action Categories
Digital products/services: Standardised products which are already on the market, available for sale or provided as a subscription service (as a service) and belong to one of the eligible categories.
Composition of a subsidised solution: A subsidised solution is a composition of one or more approved digital products/services. The composition is made by the digital service provider at the time of order/purchase, reflected on the document and tailored to the needs of each beneficiary.
