Innovation and green transition in the processing of agricultural products

The programme provides:
(a) aid for the processing and marketing of an agricultural product (this concerns any operation on an agricultural product which also results in an agricultural product, with the exception of operations on the agricultural holding necessary for the preparation of a product of animal or plant origin for the first sale)
(b) aid for the processing and marketing of a non-agricultural product (this concerns any operation on an agricultural product, as an input to the production process, which results in a product not covered by Annex I to the Treaty on the Functioning of the European Union)
Beneficiaries - Terms and Conditions of Participation
Beneficiaries are legal persons who are either SMEs or large enterprises, who keep simple and/or double-entry books of account and on the date of submission of the aid application and who meet one of the following conditions:
a) They are producer groups (POs), producer organisations (POs), associations of producer organisations, agricultural cooperatives (ACs), agricultural partnerships (ACs) and public limited companies in which the majority of the shares are held by agricultural cooperatives within the meaning of Law No. 4673/2020 "Agricultural Cooperatives and other provisions"
b) They are Social Cooperative Enterprises of Law no. 4430/2016 and companies under commercial law, except those of the above case a), which: apply contract farming under the following terms, conditions and restrictions:
(i) where they process and/or market an agricultural product with a final agricultural product produced, at least 40% per year of the value of the raw materials used in the aided investment is an agricultural product of contract farming
(ii) where they process and/or market an agricultural product with a non-agricultural end product and at least 40 % per year of the value of the agricultural product used as raw material in the aided investment is an agricultural product of contract farming
(iii) the obligation to apply contract farming starts from the date of completion of the investment and the contracts have a duration of at least three years
(iv) at the end of the three-year period following the completion of the investment and within two months, the beneficiary must provide a signed certificate from a certified public accountant stating that the above condition in points (i) and (ii) has been met
(c) They are Social Cooperative Enterprises under Law No. 4430/2016 and companies under commercial law, except those of case a), which have a degree of vertical integration of at least 40%, utilizing self-produced agricultural products.
The obligation to maintain the vertical integration rate starts after the completion of the implementation of the investment and lasts for 3 years.
Beneficiaries may also be legal entities in the process of being set up, which complete the incorporation procedures before the individual aid decision is adopted.
Persons operating under the form of a company under civil law, with the exception of social cooperative enterprises and consortia, are not eligible.

Ι. Regional investment aid
- Construction and modernisation of immovable property
- Landscaping
- Vehicles with which the firm transports raw materials and products (finished and semi-finished) within the premises of the establishment.
- Purchase, transport and installation of equipment
- Acquisition of all the assets belonging to a closed business establishment, acquired by an investor unrelated to the seller and excluding the simple purchase of shares in an enterprise.
- Expenditure on the computer equipment of the enterprise (such as the purchase of telephone installations, intercommunication networks, computers and peripheral equipment, photocopiers, security systems for the premises, fire protection systems for the premises). Computerisation equipment also includes expenditure on remote and intelligent management through the installation of telecontrol systems and any other investment leading to the digital upgrading of businesses.
- Expenditure on ensuring accessibility for people with disabilities.
- In the case of upgrading and modernisation of the undertaking's distribution networks (logistic), the mechanical equipment with a unique identification code (serial number) and buildings are eligible, provided that the payment request is accompanied by a geospatially marked topography and geospatially marked and time-stamped photographs showing the situation before and after the investment
- Intangible costs such as software acquisition and acquisition of patents, intellectual property rights licences, trademarks (including investments in digital upgrading of businesses) / Technical specifications and product design / Market research / Corporate identity & branding (logos, corporate presentations, etc.) / Design of promotional activities and materials for companies and products. In addition, the acquisition of quality assurance certificates from competent organisations (such as ISO, HACCP, BRC GlobalStandards, IFS FoodStandard, GLOBALG.A.P. etc.) which guarantee the consumer the quality and safety of the food consumed are also eligible

- expenditure on the acquisition, validation and protection of patents and other intangible assets
- expenditure on consultancy and support services in the field of innovation
V. Investment aid to enterprises to go beyond Union standards or to increase environmental protection in the absence of Union standards
VI. Investment aid to promote the production of energy from renewable sources

Aid for innovation for SMEs: in accordance with the ceilings in the table for each region and up to 50 % of the eligible expenditure.
Expenditure to go beyond EU standards or to increase environmental protection in the absence of EU standards: in accordance with the ceilings in the above table for each region and up to 40 % of the eligible expenditure. For small enterprises it is increased to 55% and for medium-sized enterprises to 50%
Promotion of energy production from renewable sources: in accordance with the ceilings in the table for each region and up to 45% of eligible expenditure. For SMEs it is increased to 55
Maximum budget ceilings per aid category

- expenditure on the purchase of vehicles, up to 30 % of the total eligible budget of the investment project
- Expenditure on renewable energy sources up to 30% of the total eligible budget of the investment project
